Every character starts out at tier 3. Tiers are a grading system for the world used to judge the ability level of people with exceptional skills and a way for those who govern to keep track of them. Each tier restricts what a person can do for example obtaining a particularly powerful ability or creating a dangerous mission. In order to rise in tier a character most reach certain development milestones as well as demonstrate feats of the ability to cause change. Below are the tiers, their restrictions, and the requirements to advance through them. For the limitations there are two different categories. Limitations for Strength, Speed, and Energy. You are given a tier limit, lets say it is 3. 3 then is the amount of tiers you may advance. You may distribute it however you like
Example 1: strength tier 8 speed tier 8 energy tier 8 the three tier advancements are distributed evenly
Example 2: strength tier 6 speed tier 9 energy tier 9 the three tier advancements are all spent on strength
Example 3: strength tier 7 speed tier 9 energy tier 8 two are spent on strength and one is spent on energy
The other limitation is ability and equipment limitation in which you may only have a certain amount of high tier abilities and equipment.
Tier 0
Character Development Requirement: Something of extreme character development. No example can be given. Just develop the crap out of your character for this tier. This means personality, quirks, and weaknesses of interest.
Example of Feat requirement: Do something to make yourself either feared or revered by all who see your face. Perhaps the single handed destruction of a city could achieve this.

Tier 1
Character Development Requirement: Something of significant effect on your character. Such as acquiring a strong possibly life long friendship.
Example of Feat requirement: Do something to make your name known in the streets. Maybe win a fighting tournament or pull off a big time heist.

2 tier 1s
6 tier 2s
unlimited tier 3 and below
Tier 2
Character Development Requirement: Something hardly significant such as the acquiring of a mindless pet to follow you around.
Example of Feat requirement: Do something to get you noticed like a small time assassination or clearing a forest of a bunch of terrible monsters and saving a village as a result.
